I don't agree with your conclusion that China has lots of Chinese people and therefore Chinese people have bad manners..Most of the things do happen all over the world..Not just to be specific in Beijing...
And not all Chinese have bad manners and not all Malays or Indians have good manners..It's individual...Don't judge altogether.
